The State Government of Haryana introduced the Saksham Yuva Yojana on 1st November 2016 to focus on the welfare of the unemployed but educated youth of the state. At the core of the scheme lies the objective of helping youths develop skills to enhance their employability.

What is Saksham Yuva Yojana?
The mission of the scheme is to assist the youth of Haryana in becoming self-sufficient and skilled for employment. The scheme is also known as Educated Youth Allowance and Honorarium Scheme-2016. Initially, the scheme catered to eligible postgraduates of Haryana state, but now it also includes graduates from the engineering, science, and science equivalent streams.
Saksham Yuva is available for unemployed and educated youth aged 18-35 yrs. The individual can choose to either work as an employee or as self-employed.
Components of the scheme
The Saksham Yuva has three components:
- Allowance:
- A monthly payout of up to Rs. 3,000 is given to the eligible unemployed youth
- Rs. 100 per month is paid to Matriculation qualified applicants
- Rs. 900 per month is given to 10+2 or equivalent qualified applicants
- Rs. 1,500 per month is paid to graduates or equivalent applicants
- Rs. 3,000 per month is given to postgraduates or equivalent applicants
- Honorarium
- A monthly honorarium of up to Rs. 6,000 is paid for a maximum of 100 hours of honorary assignment under various boards, departments, corporations, and societies registered under the Haryana Government and in private entities, as per the applicant’s requirement
Note: The Department of Employment gives the honorarium to applicants working on assignments with government-registered bodies from the approved budget and the head of the UEA Scheme – 2005. However, the applicants working on assignments with private entities receive an honorarium from the concerned company.
Objectives of the Saksham Yuva scheme
- The scheme aims to generate employment opportunities for the youth of Haryana
- It aids the placement of eligible applicants in various departments of state government
- It aims to provide unemployment allowance and honorarium to qualified youth
- The scheme aims to provide financial assistance to Haryana’s unemployed educated youth who wish to improve their skills
- It aims to help youth find employment, develop skills or start their own business. The youth can develop skills and start a business in the sector of their interest; there is no restriction on the front
Saksham Yuva Yojana eligibility criteria
Following is the breakup of eligibility criteria for both the components of the Saksham Yuva Scheme:
- For unemployment allowance
- The applicant should be a permanent resident of Haryana
- The applicant should have completed 10+2 or a 2-yr certificate course/diploma after Matriculation, graduation or postgraduation from a Board/University recognised by the Haryana Government
- They should be a registered member with the Live Register of Employment Exchange in the state for at least 3 yrs as on 1st November of the year (if not registered, they can register themselves here)
- The applicant is aged between 21 and 35 years
- They should not have been dismissed from any government service
- They should not be employed in public, private or quasi-government sector
- They should not be self-employed
- Their annual household income should not exceed Rs. 3 lakh from all sources
- For honorarium
- The applicant should have passed 10+2, graduation or postgraduation
- They must be a permanent resident of Haryana
- They must be registered under the Live Register of the respective Employment Exchange
- They should have completed the postgraduation degree through a regular course from Punjabi University, Patiala or any recognised Universities in UT Chandigarh/NCT Delhi/Haryana
- They must have been a regular student of 10+2
- Applicants under the 10+2 bracket should be aged 18 to 35 yrs, and those under the graduate/postgraduate bracket should be aged 21 to 35 yrs
- Their annual household income should not be more than Rs 3 lakh from all sources
- The applicant should not be employed in public, private or quasi-government sectors, nor should they be self-employed
How to apply for Saksham Yuva Scheme?
Follow the steps mentioned below to apply for Saksham Yuva Scheme:
- Visit the website of the Employment Department of Haryana
- Sign in with your Saksham Yuva login id
- Click on ‘Free Job Seekers Registration’
- Read all the instructions carefully and click on the ‘Proceed with a Registration link’
- Dully fill out the 5-page form and click on ‘Save/Next’
- You are now registered under the scheme
- Within 15 days of online registration on the Saksham Yuva portal, submit the required documents and the copy of your temporary identity card to the concerned work trade
- Then, visit the official Saksham Yuva portal
- Navigate to the Saksham Yuva page and log in
- You will see a new form pop up
- Duly fill out the new form and submit it
